How to read this page. Each entry carries an honest evidentiary status — from established by a court to documented suspicion. The standard here is independence, not geography: every entry rests on primary documents — court rulings, public inquiries, and the findings of independent monitors. Sources controlled by the accused state are not treated as evidence; official Russian positions and denials are recorded as such. Statuses are reviewed whenever new documents emerge.
A note on the “Suspicion” stamp. It means exactly what it says: credible international sources have documented grounds for suspicion, and no more. Inclusion in this registry is not an accusation against any individual. Where courts have ruled, we cite the ruling; where they have not, we say so plainly. One documented pattern, however, requires no speculation: perpetrators identified by Western courts are sheltered in Russia, refused extradition — and, case after case, decorated, pardoned or embraced at the airport.
